Michael D. Hritz, P.E.
CEO
Mr. Hritz has over 30 years of civil engineering and hydrology & hydraulic design experience in Virginia, West Virginia, Pennsylvania, Ohio, and Maryland. He has successfully managed and performed design tasks on numerous projects for Federal agencies including the Army Corps of Engineers, the USDA Natural Resources Conservation Agency, and the Office of Surface Mining Reclamation and Enforcement; State agencies including Departments of Transportation and Departments of Environmental Protection; Local agencies including County Transportation Authorities, and City governments; and private companies and developers. Several relevant projects in which he has served key management and design roles include King Coal Highway – Red Jacket section in Mingo County, WV; Coalfields Expressway (CFX) Rte. 121, Doe Branch and Pound Sections in Wise, Dickenson & Buchanan County, VA; and numerous widenings, full depth reclamation, paving and bridge replacements project on state and county owned roadways in West Virginia, Pennsylvania and Ohio. Mr. Hritz holds a BS in Civil Engineering from Pennsylvania State University. He is a registered professional engineer in West Virginia, Pennsylvania, Ohio, and North Carolina.
John C. Dieffenbauch, P.E.
Vice President, CFO
Mr. Dieffenbauch has over 30 years of civil engineering and highway design experience in West Virginia, Virginia, Maryland, and Pennsylvania. He was the Project Manager for the King Coal Highway – Red Jacket section in Mingo County. This was a public private partnership between the WVDOH and Nicewonder Contracting / Alpha Natural Resources. The project consisted of 12 miles of four-lane highway and connector roads. D&H was responsible for the subgrade and pavement/drainage plans for a 9-mile portion. It was completed and opened for traffic in 2012. He was also the Principal on several Coalfields Expressway (CFX) Rte. 121 projects, including a Coal Synergy Feasibility Study, Hawks Nest Section, and Doe Branch and Pound Sections in Wise, Dickenson & Buchanan County, VA; He’s also managed various other widening and bridge projects with the WVDOH and private clients in West Virginia. Mr. Dieffenbauch holds a BS in Civil Engineering Technology from Fairmont State and an MBA from West Virginia University. He is a registered professional engineer in West Virginia, Virginia, Pennsylvania, Ohio, and North Carolina.
Herbert L. Parsons III, P.E., P.L.S
President
Mr. Parsons has over 25 years of civil engineering and survey experience in Virginia, West Virginia, North Carolina, Ohio & Pennsylvania. He has developed a broad experience base with extensive project development serving public and private sector clients. He has spent much of his career in the land development and energy sectors including residential and commercial development, oil and gas development (pipelines and well pads), renewable energy (wind and storage) and abandon mine land reclamation. He has lead teams on complex projects requiring coordination of disciplines, technical studies, environmental permitting, various governmental agencies and stakeholders. Mr. Parsons holds a BS in Civil Engineering from Virginia Military Institute. He is a registered professional engineer in West Virginia, Ohio, Virginia, and Pennsylvania. Mr. Parsons is also a registered professional surveyor in West Virginia, Virginia, Pennsylvania, and North Carolina.
Eric Stewart, P.E.
Vice President of Engineering
Mr. Stewart has over 20 years of civil and mechanical engineering experience in West Virginia, Ohio and Pennsylvania, which allows him to direct the activities of various team members, including engineers, designers, and CAD staff. He often works directly with clients on efforts related to midstream facility design and pipeline engineering. Mr. Stewart oversees the design of new or expanding facilities, and as Vice President of Engineering, he is responsible for engineering design, construction documents, and oversight of all design activities. He is experienced in all areas of facility design, pipeline engineering, transportation, environmental compliance, water resources and commercial site development projects. The depth of his experience from concept through startup gives him a solid base for coordinating large multi-discipline projects. Mr. Stewart has a B.S. in Civil Engineering from West Virginia University and is a licensed professional engineer in West Virginia, Ohio, and Pennsylvania.
